solvent-based stain over water-based stain

How successful is solvent-based stain over water-based stain?

This would be exterior fences and sheds.

Existing water-based stain is weathered, it is the rubbishy fence paint commonly sold in big plastic tubs, which can 'wash off' in the rain.
 
I know what you mean about the big plastic tub stuff, got it with my shed. Personally i prefer solvent based stains, the sikkens base coat/ top coat system is very good but a bit expensive for sheds and fences, but generally i would say solvent over water based.
