Some cold rads, hot when others turned off

A couple of downstairs rads are stone cold, couple upstairs only slightly warm, all the rest are piping hot.
When I turn off 3 or 4 of the hot rads, the problem rads all heat fine.
I've tried bleeding and have checked all the trv's and freed a couple of pins that were stuck but rads are still only slightly warm at best when all turned on.
Any suggestions, circulating pump perhaps?
 
Thanks, if it is balancing, is it likely that the cold rads need opened more or the hot ones?
 
the closer to the boiler the rads the less you open at the valve on the rad,

and the further away the rad the more you open the valve,
if that makes any sense to you,

its very simple if you know how. :)
 
Thanks for the replies, think I'm slowly getting there through trial and error. All the rads have at least moderate heat now - wife slightly less annoying now!
