Sounds like utter nonsense. You may as well stick 3 layers of plasterboard up and be done with. Just the two layers of pb alone will be fine for most domestic situations. I can imagine people paying loads to have this installed and telling everyone how great it is when really it's just the plasterboard doing all the work.
The point is here that plasterboard provides good soundproofing when correctly installed, it's proven and cheap. Why bother with anything else?
Also be wary of manufacturers claims, they can easily blind you with science, especially in this field.
