Spluttering tap

Hi, I am building two new houses and the plumber has just put in second fix in one of the houses. I have noticed that the mixer tap is spluttering when the hot is turned on. Video here (https://www.dropbox.com/s/emrhogi4sa8apjt/2020-03-24 15.17.49.mp4?dl=0&m=). The make of taps is Scudo. Water into house is new 32mm blue pipe which provides very good pressure. Plumber thinks it spluttering is due to high water pressure on water system, I think it's due to poor quality of taps. Neither the kitchen taps (Franke) or bath taps (also Scudo) do this.

I'd appreciate some impartial feedback from someone with some experience. Many thanks in advance.

Swap over the tap heads, cold to hot, and see if it still does it. Certainly looks like a tap issue.
 
Never seen that outwith an old screw down tap that needed serviced. I'd be tempted to test that at the service ISO too and see if there's a supply issue
