Spring balanced sash window dropping shut

the spring balance is probably broken. You can probably get a replacement if it is not obsolete.
Look up "Window Spring Balance" and compare the pictures with your own.
Probably it is one of a common brand in your area so a local supplier will be famiiar with it. This is a UK site and we have no knowledge of the Singapore market.
They are not at all expensive.
If you can tilt your windows inside the house for cleaning you should be able to replace the spring balance from the inside without the risk of the window falling out.

You don't think the spring can be adjusted then? The windows are English made, so I should probably get the supplier to order from the UK.
