Stairs skirting board, strip and paint?

Hi, first post here for me. I am working on updating a 1970s house, currently working on the hall and stairs. The skirting board on the stairs looks awful, multiple coats of paint etc. I understand that changing it isn't really an option so what's the best way to update it? Sand it right down? How would I sand the moulding on top? Or could I try to cut the top moulding off and fit a new moulding on top? DIY novice so any help or suggestions appreciated. TIA

Why is changing it not an option? It might be salvageable and then again it might be easier to replace with something new. All depends on how good the plaster is, how tall/accessible the skirting is, etc.
