Stairwell clearances

Hi, hope someone can help, my daughter lives in a three storey block of purpose built flats and the management company has just built a cupboard in the turn at the bottom of the stairs reducing the clearance to 850mm it looks so wrong but not sure of the regs thanks
 
Current Building Regs would expect 1100mm clear width between the handrails assuming it's a fire fighting stair but there are obviously older properties where this does not apply. So the regs that were in place at the time of construction would need to be adhered to, the oldest historic Building Regs document available online dates back to the year 2000 when 1100 wide stairs was also the minimum, I'm not sure about earlier as those historic editions are not online. What is the clear width generally? Got a photo? If you get fobbed off you could contact your local fire brigade, they all have a phone number or form to fill in to report such things, no guarantee they will investigate but I would have thought they would here.
 
Good idea re the fire brigade, think the flats may be 1960 build stairs are quite steep so the regs must have been quite lacks back then
