Started getting flags up, what next?

They were a right mess and cracks all full of weeds.

I was thinking of putting them back with some gravel and membrane?

Hard to give advice if even you dont know what you want to do?

I would remove all dabs of mortar that they were laid on and level the lot to see what you have to work with.

You posed it as a question so it was unclear whether you wanted advice on how to do it or opinions on what to do?

Unfortunately, although membrane stops weeds coming up, gravel still allows them to grow, so it looks good for a short while, and then goes to pot. If you can get more of the upper level of tiles, then you've have a 2 stepped area, and that could look quite good.

Whatever you do, don't use pea gravel. It very quickly gets full of little leaves and twigs that get stuck in it and make it look terrible. Use coarse stuff -the little bits fall to the bottom where you can't see them, and any big twigs that are left are easy to pick up.
