Lay 20mm porcelain tiles/flags on gravel

hi,

I have some gravel on the side bit of my garden. I want to put some 20mm thick 600mm x 900mm porcelain tiles down on the main bit people walk on to avoid a constant crunching noise.

Can I just lay them on the gravel (it is c. 20mm angular kind of gravel), or should I put them on sand, or should I use some kind of mortar mix? Below the gravel is weed membrane and then clay soil. Gravel is 40mm thick maybe?

I’d put them on a wet mix of sand and cement.
