a terraced 2 storey house if it has a dormer conversion is it classed has a 3 storey house.?

And if it has a loft conversion without a dormer and just used for storage is it still classed has 2 storey or 3 storey

A storey has to have a proper floor, proper fixed permanent access, and meet all standards relating to habitable rooms

If it has those, its a storey
