I might be wrong but that probably refers to the time it takes for the valve actuator to go from one end to the other end of its travel. Operating a valve too fast and the subsequent rapid change in flow rates can upset stability of controls in other parts of the system.
ESBE ARA659: appears to be a simple position device without any means to compensate for changes in inlet temperatures and thus the output temperature will vary if input temperatures vary. To obtain accurate control of the ouput temperature a control system using feed back from a temperature sensor would be needed to set the postion of the valve.
If you are looking for accurate control of the temperature of the blended water without having to have a complicated algorithm in the controller then it may be better to use two valves instead of a mixer valve. Flow rate trough a valve at a fixed opening will vary with the temperature of the fluid and to incorporate those two variables that into the algorithm of a mixing valve is more complicated than incorporating them it into the algorithm for two separate valves
