Sticky painted wallpaper

Any suggestions - we have textured wall paper which was painted about 2 years ago with vinyl silk - it has never properly dried!! Still sticky enough to put a cd case on it, and it will just stay there.

Would like to repaint it, don't really want to start stripping wallpaper - any ideas what I can paint it with, which will dry?

I think you need to take this up with the paint manufacturer, if there are no signs of damp coming from the walls it must be a problem with the paint. If you get fobbed off insist they come and inspect it.
