Removing textured wallpaper pattern from walls

Years ago we removed textured wallpaper and painted the wall. Once the paint had dried we noticed that the original pattern of the textured wallpaper still showed through. Since then, we've repainted and repainted and no matter how much sanding etc we do before repainting, the pattern is still there. I can't think that there's any other explanation than it's the residue from the original wallpaper paste, which would mean it's under lots of layers of paint by now.

Anyhow, speculation over, does anyone have any ideas about how to deal with it? I was wondering about trying something like the Polycell Basecoat paint that's meant to smooth out cracks and other imperfections.
