Is there some kind of sealant one can paint on to stone to strengthen it /stop is cracking/flaking?

You could get another block made up quite cheaply i imagine by a stonemason. It looks like its just a square block with a chamfer along one edge in some type of granite. Also the stonework above is supported to the left so it will be a fairly easy job to remove that damaged block and fit the new one.

Yes that is certainly an option.

Any other suggestions out there?

whatever you do... don't seal it. All that will likely happen is that water will get trapped behind the seal and freeze, speeding up the decay.

I've seen lithomex used with some sucess in these cases. it's Used on historic buildings.
