Stop cock off - cold water still running upstairs?

    Hello!

    Thanks for advise so far.

    Stop cock is turned off but cold water is still running upstairs? As the cold tap has seized i cant test that but the outside goes
    Off - why would the upstairs still be running ( and before you ask i have turned off the stop cock on the mains and not the one leading to the outside tap)

    Probably tank fed.
    What type of system do you have?

    Yes i do have a water tank, as the cold tap is def off the mains i can be certain once i disconnect it the water wont come out?? I assumed all the cold water would be off the mains.

    I guess to be double sure i could turn off mains and run the bathroom cold taps?

    Btw - wouls i need to drain down the hot water too before i remove the tap?
