Storage tank fed instantaneous water heater.

Hi. Advice required.
I’ve been asked to replace 3 x 10 litre over sink water heaters in church social area toilets with small 3kw instantaneous heaters.
Found out today that they are all just tank fed from the main storage tank with no possible route to feed a cold main.
Available head around 7-8 meters.
No dedicated feed available from tank either.
Is there a small instantaneous heater out there that would be ok for this situation?
Any safety issues anyone can think of to fit as existing?
Or would it be a suck it and see scenario.
