Storm damage roof window blown open

I have a velux loft window, it’s one of the basic loft windows not a decent velux window.

In the storm last night it blow open and has come off of the hinge that stops it opening all the way.

I have managed to get strong wire in the handle, but I’m not at the right angle so when I pull it has no effect.

Any ideas how I can get this shut without scaffolding etc
