Strange bath shower tap problem

hi all,
I have a strange problem with my bath mixer tap, with shower attachment that operates by lifting a knob on the spout.
Sometimes when I turn the bath tap on no water comes out. The only way to get it to flow is to lift the shower knob, and eventually air hisses out of the shower for a while, followed by water. Then I can switch back to tap and the bath fills.
The tap is a single lever mixer tap. Both hot and cold feeds have non return valves on them. The water pressure isn't great on the hot, but is fine on the cold.

Any ideas?

Is there a filter on the spout, could be clogged up!
