strange elctrical test

hi

what does the 0-15V (max) with power off to an appliance ie a boiler, prove? ie, between L and N, L and E and E and N terminals at an appliance.

Do you mean that with the isolator off you are reading those few volts between L & E and N & E at the appliance?

If you're using a high-impedance voltmeter (as most modern digital types are), then it's most likely just the result of capacitive coupling.

Put a lower-impedance meter on to test (or connect a resistance such as a lamp across the test leads of your high-impedance meter) and you'll see those readings drop right down.
