Strange kazoo like sound from window(just moved home

Recently bought my first house with my partner. Everything is great apart from a strange kazoo like noise coming from our bedroom window. At a first guess I thought the sealant might just need filling in around the frame and wall where the it meets.
I googled the issue and a lot of people mentioned using draught tape. So bought some was unsure where to put it so popped in the inside of the frame where the window opens, but the noise still persists, where is the noise coming from or how is it made, its similar to a low trumpet sound or a kazoo as others have described it. Pictures below are where iv put the tape if anyone can point out if iv done it incorrectly, I hope I have in a way so I can sort it.

Impossible to tell exactly what part of the window is causing it, but it is caused by harmonics caused by air ingress. Would suggest re-sealing the frames first with silicone sealant.
 
Eddie is correct it's the silicone, as the silicone has been applied and fingered in it's been forced into all the tight gaps and has dried really really wafer thin and is acting like a reed as the wind blows over from the cavity, peel as much off as you can and reseal it without pushing too much of it in
