Draught blowing in from windows

Hi, there is a noticeable draught blowing in from my living room windows when it's windy outside. It's coming from the bottom, where the metal frame meets the wooden sill, there's a large gap running across.

Can I just fill this in with putty from B&Q or somewhere, is that the best solution?

Is this the opening casement that has the gap, or is it the frame not sealed into the sill?

Sorry, I got it slightly wrong. The draught is blowing in where the window meets the metal frame at the bottom. The draught proofing on it has probably perished over the years.
 
if it's the opening casement that is draughty (like a door loose in its frame) then an EDPM draught strip will be good. Better than foam and lasts longer. You can get "E" section and "P" section. Clean away all the old stuff first, and repaint if it needs it before applying.
