Does anyone have any suggestions as to how we get these marks off our relatively new windows and sills. We have no idea where the marks are from but it looks like rust and you can scrape the larger marks off under your nail but leaves a rust coloured mark. We’ve tried UPVC window cleaner and mild detergent but nothing has worked. Any ideas for something stronger?

Hot grinding sparks embedded into the pvc that's why they're rusting, see this all the time especially when builders are cutting lintels with a grinder, technically the frames are scrap now but a drastic repair is to aggressively sand the pvc starting with 120 grit in a palm sander in the hope of removing
the metal and move progressively to 1200 or even finer 2000 grit wet n dry then polish with t cut and finish with car polish
