Straw behind tiles

Hi guys, we are in the process of renovating our bathroom and upon removing the tiles on the bath wall it has signs of damp but also has a thin layer of some substance and then you find straw ?! Never seen it before

Question 1, is it ok to re plaster ?
Question 2, what is it ?

Any advice is appreciated

Stramit board! Doesn't like getting wet and yes it can be plastered.
