Stripping Advice

Hi, I'm stripping some wallpaper, underneath that there was lining paper so I removed that too. I then discovered a layer of blue paint. I decided to leave that on but some of it around holes was lifting and I couldn't resist seeing how easy it came off. The picture below is what I'm left with. I'm just wondering if I am making more work for myself?

How should I proceed? Remove all the paint? or fill it in? If filling in is the right thing to do can you recommend a product?

remove any other loose paint, I suggest Feather the edges of the paint with filler then rub down, and paint walls White with a contract Emulsion to "blind" and seal the blue colour , you may need two coats, this will show up other imperfections that can also be filled.
Size the walls afterwards if you are going to hang wallpaper.

"Size the wall" - what exactly does this mean?
 
Paint the wall with a weak solution of wallpaper adhesive and let dry,
it helps to position the wallpaper when hanging it.
