Stripping wallpaper around electrics in cupboard - safe approach?

Quick one - prepping an under-stairs cupboard and need to strip off some manky chipboard-effect wallpaper that's half-removed already.

Some difficult spots to tackle, consumer unit, meters, and cable runs all over the base and walls. See photos.
  1. Best method for stubborn wallpaper removal here?
  2. How careful do I need to be around the electrics? Water/stripper near live cables seems like a bad idea
  3. Tips for working around cable entry points!

Use a wallpaper scraper take the top off dry. Those wallpaper scrapers have a really sharp blade.
Can use a wood chisel for tight spots near cables and try to always scrape away from cable.
If you have to, use another standard scraper to block cables so no chance of damaging them when you scrape near.
That will leave some paper backing which you dampen carefully and scrape off.

If you have a steamer it will fit nicely in the dustbin. Best place for it. They do so much damage blowing off plaster and making everything wet. Stupid invention.

Just for the record.
I striped loads of wallpaper including wood chip. Not a problem. I actually enjoy it as not difficult when you get the hang of it.
