Stripping wallpaper in old house ...

OK, the first wall I stripped in my old house came up great - nice blue paint, something I can live with in the short term, and easily manage with my limited DIY skills. Pic:

The second though, came out like this:

Colour layers, from top to bottom, are white, blue, brown, green.
A mess, "dirty" brown, from the brown getting wet I guess, and suddenly out of my comfort zone!

In the same room, a different bit of wallpaper revealed similar, with undercoats coming away. Closer pic.

The house has mould / damp problems, so short term goal is to strip out all wallpaper and clean the walls with bleach so I can eventually breath easy - at the moment I wake in the middle of the night wheezing, struggling to breath and feel like I might die. So it is really rather important I get this sorted.

I am ventilating loads, got dehumidifier etc. but I think the way the previous occupant lived lead to a build up of condensation damp and mould, which I am now suffering.

So, what to do with these walls? Keep scraping to the bottom, then paint with antinmould paint, or something else?
