i have access to a house prior to completion and i,m allowed to do General repair and decoration of non- structural nature.
Would changing a toilet in yours opinion be of a non- structual nature

I guess if i say the toilet was broke, it would be General repair ??

Changing the WC is fine. Their main concern is you start affecting the structural integrity of the house.
