Stuck Windows

Hello.

We have some Upvc windows (fitted in 2009) a lot of the
Maco Rail UPVC Window Lock Rods (GR5 1000) are failing. A lot of the pins are not moving. We have one particular window that has the pins that are stuck in the locked position that wont move when moving the handle. is there anything I can do to get the window open ?

Also where is the best place to go to get replacement parts ? Should they be failing this quick ?
