If the new bedroom is only accessible from the existing bedroom, it would not be allowed.
I hope the studwork is better than the photography. 
If you are not putting a door or frame in, then you will have difficulty accessing the room! Alternatively that will mean that you are not creating a separate room and the studwork will be permitted - subject to the above.
