Subfloor vents

The vents for the subfloor are all at finished floor level. The drive and patio done before we moved have clearly raised the ground level. I guess I'm after opinions and advice on the best thing to do. The flags finished quite close but their is a slight gap between the vent and flags. Would you cement the gap and angle it down from the vent so anyway rain/water drains away from the vent. Or would you dig down and fill it with pea gravel so it can drain away

Also at the back there is only one vent where the kitchen is. The ones where the back room are must have been removed when the patio/sliding doors where installed. It's one brick between the flags and patio door. Would it be better to install two telescopic vents like underneath the patio door either side but again these vents will be flush with the flags?
