I am in the process of having a cupboard with shelves built to act as an airing cupboard. I need to put low energy heating into it and was wondering if anyone had built similar and what they suggest to use? I had thought of a very small radiator but that would involve a plumber and could prove costly. An electric source may be costly to run. Any suggestions please?

I would go for a radiator. It was the option used round here on some Housing Association properties when combi's were fitted to maintain an airing cupboard. I would be concerned with an electric heater in there with textiles, could be a fire hazard.
Small electric oil filled radiator on a timer. A 5-10 minutes a day.
