Surface water into stream?

Hi all,

I am struggling to find any info online regarding putting surface water and downpipes into a stream that runs along the bottom of my garden. The stream is a running stream and is just outside my boundary. The garden gets rather boggy and i am planning on doing a small extension and some landscaping.
The main question being do i need permission to divert it to the stream rather than a soakaway which may be rather ineffective?
