"Surging" pressure to toilets?

Hi all, went to look at some pub toilets today, landlord reporting irratic supply to cisterns and cold taps.

Checked CWSC on roof, which was full and ball valve working fine.

Looked at one of the float valves on the toilets, and as one was filling you could see/hear the water surging (high then low pressure).

Would a fair assumption be the feed for the cisterns and taps is partially blocked ?
 
could be that the inlets are slightly blocked. More than likely that that the washer is worn tho.

You could also fit iso's and turn them down slightly to reduce the flow. All will be fine.

Wouldn't be the first time dead animal remains have been drawn in.
