I don't see how it makes a difference whether you have "bedding that is not rated as a sheath" or "just plain cores", either way it needs to be in suitable containment.

Yes I totally agree except old armoured cable had what was usually considered to be a second sheath, I've certainly seen it clipped to surfaces alongside T&E, however the more recent versions are very different and very little strength/stability.
