We have a 13 amp switched fused spur for the electric oven but the gas hob needs a 3 amp, can we use the same switch and just add a new socket at the back of the cupboard feeding off the existing one

what is the output of the oven?
At 3 Kilowatts plus, it's at it's max, without considering diversity.

I very much doubt that the spark ignition for a gas hob will push it over the edge.

Its 2.3 KW so should be OK to add 3 amp ignition for gas hob?

Should be fine then, but as it is a deemed a special location, depending where your cooker is?
