Any bathroom tap wont turn off!! Any ideas?

Turns but doesn't stop fully.
There is no screw in the top of the tap to enable me to remove it and fit a new one. How would one go about removing it...?

Sounds like an all plastic tap cover that needs to be pulled off.
You may need a conversion kit from your local merchant, cheaper than changing the whole tap !
