Tap wont turn off!!

Turns but doesn't stop fully.

There is no screw in the top of the tap to enable me to remove it and fit a new one. How would one go about removing it...?

You may need a conversion kit from your local merchant, cheaper than changing the whole tap !
 
The top may pull off, or there may be a plastic disc in the top which pulls out, with a screw underneath.
