Tar/soot

Help

I have tar/soot coming out of my kitchen wall a the back of the breast. If I clean/scrape it it comes back straight away. The chimney has not been used for 40 years and is a bit of a state. If I clean the breat add a new lining, chip the plaster off, clean the bricks and replaster do you think it will be ok?
