Tear-proof lining paper?

Hello All,


Some hairline cracks in a lath and plaster lounge ceiling, which I've previously-caulked and painted. They have reappeared.

Is there such a thing as tear-proof lining paper or similar?
If there is, would papering the ceiling with it be a viable solution?

Otherwise, I'm going to rake out the cracks a little, and try acrylic filler instead.
