Patch or fill old torn lining paper?

Hello. This corner of lining paper came off, as well as the vertical strip to the right, when I was prepping these cracks on my ceiling to repair. It's old (and I think quite thickly painted over), so I don't know what kind or thickness of lining paper it was. My question is: should I buy a lining paper and try to patch the corner, or just use filler?

For completeness - there's a strip (along and above the crack on the left side of the photo) that was never papered (I'd guess covered with plaster or filler) which I think I'll try to level with the papered section using filler or skim.

Toupret powder filler. Fill. Damp sponge around edges as you go and smooth off as setting. Push mesh tape in a fresh mix over the original setting filler. When dry sand. Fill. Mess about getting as good as you can, then paint.

Looks like water staining?
