Filling gaps in lining paper

Room has been lined with Erfurt 2000 lining paper. Narrow gaps between some of the strips as the paper has dried. I will paint over the lining paper with Matt emulsion.

1. Which filler product is best for this?
2. Paint with undercoat and then fill/sand/topcoat? Or fill/sand/undercoat/topcoat?

Polyfilla, lightly sand and paint. Perhaps one coat on the filler to seal it then paint the wall as normal.
 
I would apply a coat of emulsion first, before filling. It will reduce the risk of the paper scuffing slightly when sanding the filler. If the filler is too hard you risk scratching the paper when you sand the filler. Ideally you want to use approximately 180 grit paper to lightly sand the filler.

I would go for the regular Toupret powder filler. Regular filler in tubs can be too hard.

Chap on YouTube mixed filler with a bit of water and a bit of paint. Legitimate technique?

 
Once you've sanded the joins I'd put some acrylic primer/undercoat on the joins before emulsioning. This will stop the filler showing through more Matt than the emulsion!
