Tee Hinges (size of)

When tee hinges are listed for sale online a length measurement is given e.g. 250 mm

Does the stated length measurement usually indicate the *entire* length of the hinge, or does it mean the length from the hinged section i.e. *excluding* the rectangular plate which affixes to the door frame?
