Telemeter Used on combined power and heating has a boost button. When pressed, should the appliance (water heater) not power up? Cable to isolator stays at near zero volts. Consumer unit supplying power to lights etc is at 240 volts
 
"Boost" buttons usually change the supply to the full-price (daytime) supply, preferably for a limited time.

post a few pics of the meter, service head, consumer unit, and the cables between them and we may see why yours doesn't. As you say, it might be faulty.
 
Sorry John have no pixs as had a look at the appliance this morning and possible return sometime in future (unless defective into appliance).

Two (live) cables from telemeter pass through an isolator (both poles carrying live conductors- one for consumer unit and other for off peak water heater supplying heating and hot water (Dualheat cylinder)). One pole live (to the consumer unit. Other pole no power even with boost on telemeter. Telemeter says boost active but no power out to Dualheat cylinder

Boost buttons don't work on all tariff's.

Usually the same type of meter is used for lots of different tariffs, some have the boost enabled others don't.
