looks like artex light stipple finish painted with satin emulsion.

You could buy tub of ready mixed artex from local DIY or an easy fix Artex kit for larger areas.

Thanks, I've often wondered how they actually put Artex on. Now I know! Such a lot of effort for such a universally disliked effect. The world makes no sense...
