The best way to restore / clean UPVC windows make them white again

So the plastering is finally done - but my once white windows are caked in dust, dirt , plaster and seem to have some scuff marks as well.

What is the best white UPVC window cleaner / restorer? To both cleans and polish them as they look horrible at the moment.
