Nope, it would fit between column 1 & 2 so it directs the flow up column 1, then would flow down column 2 & 3 and out the other valve. The fact that column 2 is the hottest, proves the baffle hasn't been fitted or has moved.

As @Gasguru mentions, you've now proven that the rad is at fault and would either need fixed, if you have/can get the baffle and fit it or replace the rad.
Sorry I think I may be describing the columns differently. I've counted left to right though the water is going the other way.
 
Column 1 would be the 1st column from the flow/inlet side and column 3 would be the last one before the water heads down the return/outlet.

That being said it wouldn't really matter as it's still the centre column that's getting the hottest according to your info, whereas it should be the 1st column, counted from the inlet.
 
And the last time I came across a 1 pipe system in domestic was around 15 years ago...and that's often by incompetent builders adding circuits.

He said the Rad was installed about 15 years ago...…..Not the system.

Still got plenty of 1 pipers around here with rads that don't work due to some body just extending the stabs.
