The telegraph posts have foot rests all the way up, I suppose as it was originally a railway line, so no public access. Now part of the Mawddach trail, I did go on it once when the trains were running, but only about 5-year-old, so don't remember much.
 
We have posts similar to that in our road, (no cross pieces, and the footrests do not start at ground level).

They support fibre optic cables....
