Any change in the current system would need to be part of a new treaty, agreed unanimously by all 28 member states and ratified by each of their national parliaments.

As France will veto, it wont happen anytime soon.

I was against Turkey joining but since the Brexit vote Transam has reconsidered his position & I must admit I got it wrong

The Turks should be welcomed into the EU they have a lot to offer

Avoiding the question raised in this thread.

It is most ironic that somebody who holds socialist values is quite happy to be pro staying in the Eu, a structure that is quite happy to waste a vast amount of money moving the parliament to Strasbourg for plenery session every month.

If that was a sovereign nation they would be held accountable for such waste.

And yes I realise it is a symbol of reconcilliation between France and Germany. But all the same that is a huge unnecessary waste

Unfortunately, no ones going to reform the EU (not even Macron) as there are too many parties with a finger in the pie. If the EU have only one base, the other two will lose out, so they'll never let it happen. This is a game of threee parties, not 27.

But I wonder if the study went into sufficient detail. Would the new parliment only employ workers from one region, or would there still be travelling and accomodation costs involved for the existing workers.

No question that something needs to be done, and the EU could pay for all their current budget spending out of the savings, rather asking us for a parting settlement.
