I think many long term Tory voters abandoned them after Party Gate - my parents, always blue, we're not happy to hear how they ignored covid rules.

And now many Tories moving to reform, that probably just makes people more wary about reform.

If you don't like labour, which is most tabloid reading Tory voters, that only leaves lib Dems ("fib dems", if you read right wing propaganda) and green.

Green energy policy / investment might be needed if the oil wars continue into the next decade, which they probably will.

The issue was that the tories were two distinct groups, and Cameron thought he could put the eurosceptic wing back in its box by cruising to a Remain win.
Hence why he called the referendum then, through complacency and the belief that a vote to remain was a certainty, made a non-attempt to campaign for it.
