Therma-coat Insulating Primer

I'm thinking of using Therma-Coat (manufactured by Thermalite) on the ceilings and walls, has anyone used this before? Is it any good?

The paint on some of the walls to be decorated is peeling off, if I get it all off & sand them back can I use the Therma-Coat as the primer before painting or do I need to use a primer, then Therma-Coat then emulsion?
