thermostatic valve and flow control

I have picked up a thermostatic shower valve (controls temp only) and two separate flow valves. Can I install a single flow valve downstream of the thermostatic unit?

I ask this as I want to have one flow valve controlling a fixed shower head and one controlling a flexible hosed unit.

Does anyone know of any limitations or problems with this anticipated setup??
